Proposal Submission Timeline Relative to Deadline
4 weeks prior:
- Submit Notice of Intent: Proposal Information Form
2 weeks prior:
- FINAL non-technical components, for all key personnel
- Budget and budget justification
- Biographical sketch
- Project title
- Current and pending support
- Subaward documents, if applicable
By 12:00 p.m. the day prior to sponsor deadline:
- FINAL technical components
- Project summary
- Project description
- References cited
- Data management plan, if applicable
- Post doc mentoring plan, if applicable

All documents outlined above need to be in Sponsor required format. If applicable, all subrecipients’ information may also need to comply.
These deadlines also pertain to white papers and preliminary proposals that require submission by an Authorized University Official. During major deadline periods, additional processing time will be required. Our office may find it necessary to adjust the timeline to meet deadlines.
All sponsored research proposals, regardless of submission method, need to be routed through the IST’s Office of Research Administration. The submission method may require system registration for all Key Personnel.
The Office of Research Administration will create an IAF (Penn State’s Internal Approval form). The Principal Investigator and any co-investigator(s) must approve prior to proposal submission. After PI and/or Co-PI(s) approval, the IAF must be signed by all designated approvers, which may include Department Heads and/or Associate Deans. The Associate Vice President for Research/Director of Sponsored Programs and his or her authorized delegates serve as the final approver.
