At the NSA, Karen leads a team that facilitates technology transfer, accelerating the exchange of intellectual property (IP) and expertise among the NSA and other government agencies, academia, and industry. She has extensive experience in both the public and private sectors, having worked as an IP attorney at law firms in the Washington, D.C. area, a patent examiner at the U.S. Patent and Trademark Office, an electrical engineer at the FBI, and a computer systems engineer in the private sector. Presley is a barred attorney with a Juris Doctor degree from Texas Southern University. She earned a Master of Business Administration degree from New York University, a Master of Laws degree in Intellectual Property from George Washington University Law School, and a Bachelor of Science degree in Electrical Engineering from North Carolina A&T State University.
